There are 4 things that will make it not turn over 1. A bad battery- sounds like you eliminated that as long as the battery in your driver isn't crap. 2. Something mechanical- turn the engine over by hand 3. Bad wiring/ground- check all connections and grounds. remember if you are using the body as a ground the engine should be grounded to the body as well 4. A bad starter- If everything else checks out ok that is what you are left with. Here is a basic ford wiring diagram I found with a little searching. If its not duraspark ignore that and just focus on the starter wiring.

also to note that the stand alone solenoid needs to be grounded at it's base. other than that I agree with Jugulator. Yes it's grounded on the passenger floor. that's a poor ground.... for anything derby all my stuff is ground directly to the battery or engine... but engine is grounded directly to battery anyhow...

I have had a solenoid grounded to the floor before and it worked for awhile, then while test driving out of nowhere it decided to no longer have a good enough ground and not start. I agree with above, if you have a wire bolted to the back of the solenoid pinching it to the floor, also run that wire to a good ground spot as well.

my starter tester is a battery charger,,, connect the leads,, see if it spins,, so its an EFI ?... what year ? how many body grounds do you have ?.. ya need them,, ask around for a spare used starter,,, so many guys are pulling out the ford motors and scraping them,, can you post a photo of your set up..? ...............lenny

Lenny it's a 91 Crown Vic 5.0 EFI
I'll post a pic tomorrow if the weather holds up so I can work on it.
I'll reground the solenoid as well as check others.

yes a solenoid clicks for 2 reasons, bad wiring or dead battery...

I grounded solenoid to motor. It turns over fine now but still won't start and key still won't do anything. Still jumping off solenoid.

Those wires that are being used as battery cables are way way too small.

The wires going from solenoid terminals to battery are? They're 10 G. I have a few short pieces of 2 G I'll see if I can switch them.
