as big as you can go. I usually use one large plate, 3/8 thick, and cut what they tell me.

Depends what engine and how much clearance you have. But I would try to bend, fold, or even cut them down before just taking them out.

If they are steel and if your rules let you weld them to the frame, if they are plastic throw them in the dumpster.

They are steel but can't weld to frame I can cut them down Cut, fold, bolt.. Worse case scenario is they tell you to take the bolts out.. If you weld the cuts and its not allowed you can at least take the bolts out... Harder to remove weld.. Cut like 6-7 flaps then fold them over towards the top of fender.. When you get to one fold left to do, drill out the bolt holes.. 1 per flap.. Run a small piece of strap (one inch wide, 1/4 thick x length you need )across the holes and drill same holes in strap.. Bolt together with big washers and fold the last time to hide the strap on the inside.. If they make you pull the bolts the flat piece stays and you dont have to worry about removing it.. Adding the strap keeps the fender from tearing some on the cuts.. Ymmv..
