When stretching a Vic do you do it while the tabs are cut to tilt?

You can do it either or, depends on the rules. It is much more difficult to stretch and come out straight without cutting.

I'm confused as to why you need to portapower between engine and trans crossmember if you cut the tabs you can usually move the frame by hand...Am I missing something?

You can't pull that frame by hand. You can move up and down but stretching is as it sounds. Your pushing it forward before welding. Also can do it engine saddle to front bumper and stretch the horns

If you wanna see how its done, check out Brent and Barry clemens builds. You'll notice very quickly those guys never tilt them hardly at all, they have had this figured out for 10 years or more when everyone was tilting 6 -8 inches. There cars always resembled and still do resemble an almost stock ride height with little to no tilt. They never go any further past level but they are all stretched and alot of pressure using the body and crossmember. Sometimes all you have to do is look without saying a word.

I thought he was kinda calling tilting stretching when he was talking about cutting the tabs thats why I was confused as to why you'd need a porta power lol. But you could pull it forward by hand if you cut enough lmao not sure if it would be beneficial though haha

First we were shortening everything now we’re stretching. Ahhh evolution. Well. Technically still shortening as well I wish so bad there was a show where it was a true 90s pure stock build and it was legit. But now with all this pressuring crap there's no way to even enforce it to stop it.
