I keep seeing more and more of this, and I'm curious as to it's purpose.
Whenever I saw it, the seat bar on the cage was like a foot off the floor or however low the rules allow. Is the strap just for support on the top of the seat? And how do you mount them on the drivers side?

Yeah they are to help the seat from braking. Either make a spot on your cage or find a place to hook it in. Make sure you don't put the retchet right next to you.

Some people use them even if they have a seat bar to have something to hold on to while turning around.

Yep like said above. Help support the seat and something to grab on to. Even if you dont turn around it is nice if you see a driver side shot coming you can lean over and hang on.

I started using them about 2 years ago for just turning around, because lets face it, my 140 lb frame is not going to break a seat lol

When I first started, almost nobody had bars inside their car. The strap was ther for safety. And still not a bad idea now days. We use to wrap a chain around the front roof supports, and hook the strap to that. And with a bucket seat, the strap also gives you something to grab onto, when backing up. Now I realize a lot of you don't back up anymore, but still....
